Organizational capacity assessment of EAFF member organizations

The Eastern Africa Farmers Federation (EAFF) undertook an organizational capacity assessment (OCA) of their members.

The OCA is a modification of an USAID self-assessment tool that was administered to the EAFF secretariat through a project known as Farm Trade.

The tool is tailored to identify strengths and weaknesses in the following sectors: (i) Governance and legal structure; (ii) Financial management and internal control systems; (iii) Administration and procurement systems; (iv) Human resources management; (v) Program management; (vi) Project performance management; (vii) Organizational management and sustainability.

The OCA is intended to contribute to the preparation of an action plan that identifies high priority areas for change, required steps, responsible staff, estimated completion dates, and any needed support.  According to EAFF, the periodic use of the OCA to create an action plan and obtain necessary capacity development assistance can contribute to the efficiency, effectiveness, and sustainability of organizations.

The OCA exercise was undertaken through a guided self-assessment during workshops held in Rwanda, Uganda, Kenya and Tanzania (please download the questionnaire administered to EAFF members here). The workshop participants comprised four participants from each of the 16 member organizations.

The objectives of the assessment were to:

  • determine the current  status of  EAFF’s membership  organizational  capacity and identify areas of that need strengthening;
  • identify appropriate interventions for the capacity gaps and develop an action plan to implement the interventions, and
  • generate data for use in monitoring and evaluating the progress of an organization in its journey to excellence and sustainability;
  • collect baseline data on gender mainstreaming at membership level in terms of addressing inequality.

The assessment was done in a five step methodology as outlined below

  • Individual assessment: Each participant scored all capacity areas with justification of their scores;
  • Group assessment on dynamics of an ideal farmer organization: Participants were clustered into 4 groups (leadership, finance, programs monitoring and evaluation and administration) to discuss the key indicators of an ideal farmer organization;
  • Group Assessment: Based on the indicators of an ideal farmer organization, participants worked in organizational groups to score the current status of their organization ;
  • Institutional plan development: At organizational level, the participants developed action plans that identified priority areas for change, corrective measures to be implemented, capacity support areas for EAFF intervention, responsible staff and estimated completion dates;
  • EAFF Board: The final report was presented to EAFF CEO and thereafter to the Board for approval
