SFOAP 2015 Report and 2016 Annual Work Plan and Budget

 

The SFOAP 2015 Report and 2016 Annual Work Plan and budget (AWPB) presents the main activities and results achieved within the Programme in 2015 and the main strategic orientations for 2016. The document was developed by IFAD based on the regional annual reports and AWPBs prepared by regional farmers' organisations (RFOs) and Fert with their national member organisations (NFOs) in a participatory process. Documents emerging from programme activities (Mid-Term Review (MTR), implementation support missions, outputs from implemented activities at all levels) were also used as additional sources of information.

The status of implementation of programme activities at the regional level varies from one region to the other.

At the Pan African Level, one of the main achievements in 2015 was the recruitment of the Chief Executive Officer of the PAFO. This fundamental step will be key for the operationalization of the PAFO as well as for them to effectively fulfil their mandate. The PAFO Constitution was further revised, internal regulations developed and the Strategic Plan updated. An Action Plan will be elaborated to enrich the strategic plan with concrete actions and interventions. 

In Eastern Africa, EAFF has been working since 2009 towards the development of an EAC (East African Community) wide legislation for cooperatives, the EAC Co-operative Societies Bill, 2014. The Bill seeks to provide a harmonised regional legal framework for cooperatives in order to strengthen and enable them to exploit regional integration process. In 2015 EAFF achieved in advancing the Bill, that was passed by the East African Legislative Assembly (EALA) and is now awaiting assent by the EAC Heads of State. Once ratified, the Bill will become law and take precedence over exiting national laws. This represents an outstanding achievement resulting from EAFF and national FOs advocacy activities and initiatives.

A key focus of activities in 2015 was also related to supporting FOs economic services and activities, in line with EAFF’s strategic plan and currently twelve national FOs are implementing their value chain action plans (VCAPs).

In Central Africa, the SFOAP supported the PROPAC to improve the professionalization of its Secretariat through different activities. Main programme funds under Component 1 – Institutional strengthening -  were in fact used by the PROPAC to support regional and national secretariats to regularly cover expenses related to the functioning of the secretariats including the payment of staff salaries and rent, as well as the purchase of light equipment. The PROPAC further provided support to their members through the organization of backstopping missions to address issues related to Programme implementation as well as to governance and communication. In addition, a training on financial management and procurement was delivered in June 2015 to the staff responsible for implementing accounting and financial procedures.

In terms of SFOAP Component 3 – Provision of Economic Services, following the Mid-Term Review and based on agreed recommendations, management tools were revised and/or developed (e.g. manual of procedures, business plan outline, profiling tool for FOs). In addition, the 9 business plans of the supported national FOs were revised.

In Western Africa, the main activities and tools developed in 2015 by the ROPPA were oriented towards strengthening NFOs technical competencies through the organisation of inter-platform support missions and peer-to-peer training. The third edition of the Farmers’ University also contributed to this objective with the organisation of training sessions on relevant issues such as climate change, seed unions and producers’ federations.

In terms of policy engagement, the activities supported by SFOAP allowed ROPPA and national FOs to strengthen their credibility and their visibility, increase their capacity to conduct advocacy actions, and gain access to the spaces where policies are discussed at the regional and national levels. Several advocacy and lobbying missions as well as policy consultations were organized in 2015 such as consultation meetings among FOs related to the preparation of the ECOWAP+10 International Conference (Economic Community of West African State’s Agricultural Policy), enabling ROPPA and their members to draft a document contributing to the evaluation of the performance of the policy.

Under Component 3, a regional study was finalized to operationalize the existing regional competitive funding mechanism in support of family farms and their organizations in Western Africa.

In Southern Africa, SACAU has promoted the advancement of women and young farmers’ activities and facilitated their participation in agricultural activities and the promotion of their economic services delivery. In May 2015 SACAU held the Second Regional Forum for Women Farmers in Mahe (Seychelles) under the theme of “Empowering women farmers in Africa”. Similarly,  in August SACAU organized a Regional Young Farmers’ Forum in Tzaneen Limpopo Province in South Africa, with the aim to expose young farmers to various forms of advanced and profitable farming enterprise.

Under Component 3, projects identified and funded in 2014 continued to be implemented and monitored. Four projects proposed by four NFOs are currently being executed.

In Northern Africa, UMNAGRI developed and finalized its communication strategy and promotional tools. Under Component 3, four projects were launched to strengthen institutional capacities, support advocacy and the development of economic services of members. UMNAGRI funding ended on 30 June 2015 and during the programme's closing phase (July-December 2015), administrative, financial and accounting activities focused on completion and closing activities. Fert is currently implementing 8 projects at the level of local FOs in Morocco, Algeria, Tunisia, and Egypt.

Under Programme Component 5, between March and May 2015, the MTR of the SFOAP took place, including regional visits at the Secretariats of EAFF, PROPAC, ROPPA, SACAU and UMNAGRI. The main outcomes and findings from the MTR (available here) also influenced the planning of 2016 activities.

In 2016 all RFOs will be strongly focusing on the implementation of activities under Component 3. SACAU, EAFF and Fert will consolidate the work started in 2015 and will implement selected projects on the ground. EAFF will particularly focus on the implementation of the VCAPs with more momentum on market/ business linkages. In Central Africa the 9 reviewed projects will be launched with the support of PROPAC and the agri-agency UPA DI. In Western Africa, ROPPA will focus on the mobilization of regional and national funds for the financing of family farms, and providing support to regional institutions (ECOWAS and UEMOA) in developing mechanisms to ensure effective and efficient implementation of regional support funds for agriculture, integrated with the existing in-country mechanism.

Support to core functions of FOs will also continue in 2016 focusing on strengthening the efficiency and professional management of the secretariats through technical and organisational training as well as the support to FOs recurrent costs. RFOs will follow the MTR recommendation of keeping the general principle of reducing programme contribution to salaries and operational costs but depending on the different levels of maturity of FOs and the different duration over which they have so far benefited from SFOAP financing.

Gender and youth related issues will be also an important concern in all the regions. In Eastern Africa, gender policies and strategies will be developed and validated by three EAFF member organizations in Ethiopia, Djibouti, and Burundi. In Central Africa, training sessions will be organized at the national level to strengthen the capacities of FO leaders and managers to participate in national policy processes, targeting especially women and youth. ROPPA and SACAU will keep strengthening women and youth capacities via their colleges (ROPPA) and forums (SACAU).

At the Pan-African level, PAFO will pursue the full establishment of its Secretariat in Addis Abeba.

A key focus of programme activities will further be on sustainability and building networks and partnerships with strategic partners, also taking into account the need for FOs to develop mechanisms for sustainability.

Under programme Component 5 IFAD will undertake annual supervision missions (between May and August 2016) to critically review SFOAP implementation by the RFOs and their national member organizations and progress against the recommendations of the MTR.
