Towards a prosperous and cohesive farming community in East Africa: the second Strategic Plan (2012-2020) of the Eastern Africa Farmers Federation

The Eastern African Farmers Federation (EAFF), formed in 2001, has its chapter registered in member counties. EAFF’s establishment was championed by national farmers’ organizations from Kenya, Tanzania, Uganda, Rwanda and DR Congo to respond to the felt need to get organized at regional level. This came about as the Eastern Africa Community had been revived and the African Union was reorienting itself to support the development of regional economic blocs.

EAFF is a non-political, non-profit and a democratic organization of all famers of Eastern Africa. Its role is to voice legitimate concerns and interests of farmers of the region with the aim of enhancing regional cohesiveness and social-economic status of the farmers. The Federation voices the views and demands of farmers on wide ranging issues. Specifically, EAFF nurtures the interests of farmers on issues such as: (i) markets, (ii) productivity, (iii) capacity building, (iv) information, and (v) fostering regional integration through trade and good neighbourliness.

During its infancy stages, EAFF was guided only by strategic aims. From 2008, however, the first full strategic plan (2008-21011) was launched and operationalized.

EAFF is strategically oriented towards farmer empowerment on a regional scale through lobbying and advocacy for favorable pro-poor policies and strengthening farmers’ organizations to play their rightful role. It promotes regional agricultural trade through market appropriation, improvement of value chain management, promotion of farming as a business and entrepreneurship. EAFF supports the principles of sustainable agricultural development for food security and sovereignty, improved livelihoods of rural communities, environmental and biodiversity conservation. In voicing the concerns of the farmers, EAFF aims at the improvement of their socio-economic status through promotion of regional integration, appropriate information exchange, enhancement of the role of women and youth in agriculture, promotion of sympathetic understanding and good neighbourliness, and enactment of the states’ commitments in protocols and agreements.

Following a strategic planning process (e.g. consisting of meeting of the Council, Board meetings, the ealuation of 2008-2011 Strategic Plan, strategic planning meetings)
a new Strategic Plan for the period 2012 – 2020 was developed. 


The new framework highlights key lessons and experiences and defines the future aspirations and demands of the network in key areas (e.g. lobby and advocacy, networking, knowledge management, financial sustainability, membership mobilisation, EAFF and member organizations relationship). Also, EAFF’s vision, mission statement, goal and organizational motto are defined.

EAFF’s core strategic goals were identified as follows: (i) A dynamic regional platform for advocacy for policy development, implementation and accountability; (ii) Functional and effective knowledge hub for farmer development; (iii) Strengthening farmers as key actors in the value chains; (iv) EAFF that is vibrant, self-sustained, effective and efficient as an organization.
