2014 round of IFAD supervision missions

Between July and September 2014, annual IFAD Supervision Missions in the five regions covered by the Programme were carried out to critically review SFOAP implementation by the regional farmers’ organisations (RFOs) and their national member organizations and progress against the recommendations of the previous supervision missions. 

The missions focused on programme achievements, the new Component 3 – Provision of Economic Services, sustainability of programme activities, monitoring and evaluation (M&E) and overall financial management. Visits and meeting were also coordinated with IFAD country programmes and SFOAP partners’ representatives to strengthen collaboration and synergies with other ongoing interventions in order to increase impact and avoid overlapping. 

The supervision mission teams were all composed of a Team Leader and a Financial management Consultant.

In addition, PROPAC (Permanent Secretary) and ROPPA (Programme Manager and Financial Director) took part to a peer mission (at SACAU Secretariat). The peer mission focused on financial management related issues, governance and on the division of roles and responsibilities within the Secretariat of RFOs. It also allowed the three networks to improve mutual knowledge and build capacity by sharing experiences and to share their concerns related to the development of the PAFO.

The status of implementation of programme activities at the regional level varies from one region to the other: in Eastern and Southern Africa and partially in Northern Africa implementation is advancing and RFOs are progressively catching up the delays experienced at programme start up in terms of flow of funds while the PROPAC is still implementing their 2013 Annual Work Plan and Budget.  Activities in Western Africa and at the Pan-African level were launched in 2014 following the delayed signature of the two Grant Agreements (GAs) due to the need to clear pending issues from the pilot phase. Following the signature, the ROPPA has steadily started to implement programme activities. Nonetheless, no advancements were made at the Pan-African level following the organization of the Programme Steering Committee.  

In terms of the implementation of activities under the different components, supervision missions generally indicate a lower level of progress in terms of Programme Component 3 – Provision of Economic Services, compared to the other two Programme Components (Institutional strengthening and Policy engagement). This can be partially explained by the fact that, despite the different approaches (more strategic approach with strategic priorities in specific commodities and countries in the case of EAFF and SACAU; more competitive approach with proposals arising from local FOs in the case of PROPAC and ROPPA), the start-up of activities under this new component was challenging in terms of overall set up and time was needed for preparatory work (e.g. in terms of set up of the management structure, development of relevant tools as manuals of procedures, and guidelines, the structuring of implementation arrangements, etc.).
