SFOAP 2016 Steering Committee and Knowledge Management Event

The 2016 meeting of the SFOAP Steering Committee (SC) was held on 10th February 2015 in Rome and followed by a Knowledge Management (KM) event (11th February).

Participants attending to the meetings included the representatives from the five Regional Farmers’ Organizations (RFOs) and their national members (NFOs), IFAD, the European Union (EU), the Swiss Agency for Development and Cooperation (SDC), the Asian Farmers Association (AFA), AgriCord, the Technical Centre for Agricultural and Rural Cooperation (CTA) and the Food and Agriculture Organization (FAO). A total of 37 participants took part in the meeting (the full list of participants is available here).

During the Steering Committee, the 5 RFOs and the Pan-African Farmers' Organization (PAFO) delivered presentations on programme related achievements in 2015 and on the main priorities for 2016. In 2016, RFOs will particularly focus on resources mobilization, strengthening internal governance, communication and visibility and financial management. Particular emphasis will be also given to activities under Component 3 (provision of economic services) with the implementation of projects on the ground, and to initiatives in support of women and youth (please see the presentations by RFOs and PAFO here: PAFOEAFFPROPACROPPASACAUUMNAGRI/Fert).

The presentation by IFAD focused on the analysis of 2015 programme financial implementation versus planning and on summarizing the main findings from the Mid-term Review carried out in 2015.

Thematic discussions further took place on the following subjects:(i) the PAFO's Strategic Plan;(ii) Women leadership in FOs and gender strategies and activities;(iii) Provision of economic services. 

The meeting featured interesting and relevant presentations and lively discussions. The debate provided guidance on requirements for programme implementation and financial management, and agreement on actions needed. 

In particular, participants agreed to: (i) start exchanging soon to detail the calendar for the 2016 round of supervision missions (ii) organize the 2017 Steering Committee and KM event in Burkina Faso, hosted by ROPPA; (iii) carefully analyze and discuss about the possible request of a one-year no-cost extension of the SFOAP.

The Steering Committee meeting was followed by a KM event to enable RFOs and NFOs to share experiences, lessons learnt and results achieved through the implementation of the programme.

The KM event was organized in two sessions. During the morning participants discussed on how to promote knowledge management best practices amongst farmers’ organizations. During the afternoon the following parallel learning session were organized:

  • How to provide economic services by Farmers Organizations to their members: experiences and results by national FOs. Cases from West Africa were analyzed and contributions from the other African regions were also shared and discussed;
  • Governance within FOs: key issues and approaches for FOs accountability vis-à-vis their members. The Southern African Confederation of Agricultural Unions (SACAU) presented their approach, strategy and actions for ensuring good governance practices among their members and the results achieved so far;
  • Monitoring and Evaluation: institutional M&E systems and linkages with donors supported projects (including SFOAP). The Plate-forme Régionale des Organisations Paysannes d'Afrique Centrale (PROPAC) presented findings and challenges in terms of M&E;
  • The experience of the EAC Cooperative Societies Bill in Eastern Africa. EAFF presented process led by the organization and their members bringing to the voting of the East African Community Co-operative Societies Bill by the East African Legislative Assembly (EALA), and challenges ahead for its full implementation. 

Each session was followed by discussion and sharing of experiences by other participants. The event provided a relevant opportunity for FOs and partners to exchange on their initiatives, best practices and lessons learnt for possible replication and learning purposes.
